Blue Chip Juniper is an evergreen shrub that is extremely low, growing to only 8 inches tall, and makes an excellent groundcover.  It has scale-like needles that are silver-blue.

They prefer full sun, are drought tolerant, and can grow in poor soils except wet areas.  Branches can be trimmed back to keep them from spreading too far.
