Icee Blue Juniper is an evergreen shrub that is extremely low growing and hugs the ground at only 4 inches tall.  It has scale-like needles that are powder blue.  They work well for large areas of low groundcover.

They prefer full sun, are drought tolerant, and can grow in very poor soils except for wet soils.  Branches can be trimmed back to keep them from spreading too far.
